The diocesan model is the traditional model of the catholic church. Each diocese is overseen by a diocesan (vicariate or jurisdictional) bishop. This bishop governs the geographical area in which sits the individual parishes, missions or special ministries. Each diocese has their own council, called a Vicariate Council. This council is a group of priests and laypeople from within the diocese. They are, effectively, the decision making body of the diocese. The bishop takes advice and guidance from this council in all things except matters of Sacraments, Sacramentality, Morals and Ethics.
